Records and political decisions: the municipal chamber of Delmiro Gouveia, Alagoas, Northeast Brazil, 1962-1963

Abstract

This paper analyzes the documents of the Municipal Council of Delmiro Gouveia, Alagoas, in the Northeast of Brazil, during the years 1962 and 1963. The research was developed as part of the extension project “In the Recesses of the House of the People: Cataloging and Digitization of the Documents of the Municipal Council of Delmiro Gouveia.” In the early years of the newly emancipated municipality, located in the Upper Sertão of Alagoas, there was a mobilization of some political leaders to reaffirm the discourse of a “region destined for progress,” as well as to establish alliances with other state political leaders. Within this context, the first part highlights aspects of the history of the municipality and the importance of the legislative power in the city after its emancipation. Then, the text provides a brief overview of municipal councils and their transformations over time, as well as the significance of their decisions for the population. Finally, we sought to understand the intrigues surrounding the struggle for local power during the first legislative term, as well as highlight the practices that were prominent among the local elite. Laws, official letters, and requests on various subjects were cataloged, with a predominance of requests for financial resources to develop the municipality. Consulting the documents preserved in the Delmiro Gouveia City Council also makes it possible to understand the power relations of different social classes, revealing the experiences, trajectories, practices, and relationships of certain social actors.
