School Libraries, Reading Policies, and Permanent Professionals: the Case of Santa Catarina within the Context of the National School Libraries System

School libraries play an important role in reading formation, cultural mediation and the development of Scientific and Technological Literacy. However, despite legislative advances related to the universalization of school libraries in Brazil, structural and institutional limitations still compromise the functioning of these spaces. In this context, this article analyzes the challenges related to the consolidation of school libraries in Santa Catarina within the scope of the National School Libraries System (SNBE), emphasizing the permanence of professionals responsible for school libraries. The study is characterized as documentary and reflective research based on the analysis of Law No. 14.837/2024, institutional documents, the survey Retratos da Leitura no Brasil (2024), and records from the Zilma Maria L. Teixeira School Library, located at Escola de Educação Básica Santa Terezinha, in Brusque, Santa Catarina. The results indicate that although Santa Catarina presents reading rates above the national average, challenges remain regarding school library infrastructure, the absence of permanent professionals and the discontinuity of reading mediation actions. The analyzed experience demonstrates that the continuous presence of a responsible professional contributes to strengthening reading practices, organizing collections and integrating the library into school life. It is concluded that the consolidation of the SNBE depends not only on the physical existence of libraries, but also on institutional appreciation and the permanence of professionals responsible for reading spaces.
